BID / PRECONSTRUCTION PHASE:

a. Biddability & general project scope review including:

  • Bid item / bid form review including scope, quantites, and drawing details
  • Participate in Design / Build Development
  • Develop RFIs for Amendment as needed
  • Identify Potential Value Engineering
  • Constructability Review
  • Specification Review in Coordination With Drawing Set

b. Site Visit:

  • Preconstruction photos
  • Develop Familiarity with Site and Scope
  • Observe & Document Existing Conditions
  • Review Potential Storage Areas
  • Review Proposed Sediment & Erosion Controls (SECs)

CONSTRUCTION PHASE:

Utilize MS Suite, BlueBeam, Procore software for overall RPR management and reporting.

  • Complete daily reports including weather, manpower, deliveries, equipment, photo documentation, inspections, track unit items, work started, ongoing, and completed, CORs, visitors, and meetings.
  • Perform regular QA/QC inspections and provide relevant reports back to client. Ensure items out of spec and resolved prior to completion and acceptance.
  • Owner liaison – Resident Project Representative (RPR) Town of Warren, Plant Operators Engineers, and Regulatory Agencies
  • Schedules – review project schedules including but not limited to, baseline, look-aheads, schedule of values, submittals, shop drawings, and develop fragnet schedules to analyze delays.
  • Meetings - attend regular progress meetings, preconstruction meetings for major items of work, phone, and online conferences. Take and provide all notes to Engineer for record and distribution.
  • Coordinate all plant interruptions due to construction sequence of operations and attend relative pre-con meetings.
  • Attend vendor specific meetings for coordination, potential conflict, and overall client representation.
  • Contractor Pay Applications – Review & recommend contractor’s monthly application for payment including review schedule of values, percent complete vs. work installed to-date, certified payrolls, AIS certificates, approved submittal status, retainage, and stored materials.
  • Develop submittal log, closeout log, spare parts list, and RFI log in excel for on-site use.
  • Review submittals and provide relative comments back to Engineer based on field conditions as applicable.
  • Change Orders – review change order requests (CORs) and recommend / deny cost and scope. Review conducted with self-perform comparison estimate using relative indices for example MCA mechanical estimating, RS Means Building estimating, relative project bid item unit costs. Review also included schedule delay / savings and liquidated-damage analysis. Review included thorough analysis of all vendor quotes, published scope of work, attend major COR meetings, and provide scope input for design / cost modifications.
  • Work closely with contractor to maintain regular inspections to avoid unacceptable work.
  • Plan with contractor to mitigate delays in the work.

Special Inspections:

  • Coordinate 3rd party inspections by Owner’s agents with contractor and relative parties.
  • Specialty inspections - Perform/witness on-site specialty inspections with Engineer assistance including concrete sounding, specialty coating inspection, and soil characterization.
  • Dutchland Tank – precast concrete post-tension tank installation. Witness post tensioning, grout of wall keys, sealing of all joints, and water testing per ACI requirement including:
  • ACI 350.01-1 Qualitative observations – Visual Inspection, including moisture transfer assessment, visual checks of joints, cracks, honeycombs for leaking, weeping, and dampness.
  • ACI 350.01-1 Quantitative observations – Water tightness / loss calculations factoring water volume, temperature, ambient air, humidity, precipitation, and time of day.
  • Hydrostatic pipe pressure testing including development of pipe test certification form per contract requirements, joint inspection, material verification, soaking of cement lining, test pump-up and hold for test required time.
  • Sludge tank coatings – sounding, infiltration inspection, depth gauge & coating coverage assessment for unit pricing payment. Witness 3rd party coating spark testing.
  • Work with contractor to interpret contract documents, review & confirm all findings with Engineer.
  • Witness pipe pressure tests, perform visual inspections of all piping, and support systems.
  • Enter water tanks and confined space areas for inspection.
  • Monitor concrete placements for temperature, witness 3rd party taking slump, concrete temperature, and air content tests. Monitoring concrete temperature with heat gun.
  • Monitor specialty blower equipment package startup, witness air flow testing, develop spreadsheet to track over vibration and excessive noise levels as required by the contract documents.

Labor Relations:

  • Maintain on-site certified payroll files for routine audit by DEM.
  • Conduct regular SF 1445 site labor interviews to verify certified payroll & SRF Funding compliance.
  • Attend educational site walk-thru with Town of Warren, Plant Operators, and RISD students.

Closeout

  • Review and document field conditions and maintain as-built document set.
  • Review all contractor submitted as-built data and assist engineer with updating formal / finalized drawings set with BlueBeam markups for final CAD file updating.
  • Respond to emergency issues outside of normal business hours.
  • Review predesign documentation to enforce agreed upon design features.
  • Plan with contractor to mitigate delays in the work.
